Walter Raccoon is a character on PB&J Otter. He‘s the husband of Wanda Raccoon and the father of Pinch and Scootch Raccoon. He operates Lake Hoohaw's recycling boat and also helps people with household problems.

Of all of the members of the Raccoon Family, Walter is the one whose behavior is closest to that of a real raccoon. Raccoons are known to be mostly nocturnal and are known for their abilities when it comes to scavenging and foraging. Walter works the late evening to night shift and sleeps during the day. As such, he’s often away from home or sleeping when his kids are awake, but he does his best to be a good father to them. When he’s working, Walter is usually seen wearing a yellow vest with a red symbol for recycling and red boots.

Like his son, Walter can be sometimes clumsy too, as seen in "Munchy's Sinking Feeling", when he accidentally wrecked Munchy's favorite toy boat with his recycling boat. He felt so bad about it that he ended up reconstructing it from the pieces, making it as good as new. In "Sleepyhead", the kids sang him a lullaby when he was having trouble sleeping. Later, he received a reward for being Recycling Hero of the Year.

In the episode "Pinky Pledge", Walter gets a new job in Lake Walla-Walla Bing-Bang. And just like he did in Lake Hoohaw, he works there every night while Pinch is asleep and comes back every morning. In the said episode, Wanda reveals that to Pinch. That is, even though Pinch (for the whole time of of the episode --prior to the point of the explanation about Lake Walla-Walla Bing-Bang by Wanda) thinks that she and her family are moving and Jelly agrees with that. As Jelly is seen helping Pinch pack for her "moving", Wanda finds the girls packing for Pinch's move. Pinch (who still thinks that she and her family are moving) says she's packing to move to Walla-Walla Bing-Bang. But Wanda (correcting Pinch) says to Pinch, "But we are not moving. Your dad is going to row to Lake Walla-Walla Bing-Bang and work there every night when you are asleep and come back every morning. We are not moving". This is heard near the end of the episode.

Wanda's husband, easy-going Walter, is a raccoon in search of sleep. Walter works the night shift collecting garbage around the lake, and goes to bed during the day. He's always appearing in his pajamas, pleading the kids to quiet down so he can get some rest. This is seen in the episode Sleepyhead.
